Federal Conservatives for the Single Transferable Vote (STV)!

When Stephen Harper and the federal conservatives were looking for a way to bring about Senate elections, it was quite clear that they needed a robust system to handle elections, one which would provide regional balance but would not reintroduce the polarization of the house of commons.

Bill C-20, the Senate Appointment Consultation Act, introduced November 17, 2007, clearly recommended that a Single Transferable Vote be used.

Obviously, this being one of the most important pieces of legislation for the Conservatives, we can be sure that the Conservatives would have been comfortable with opening up the Senate to be both fair and representative.

"Part 5 of Bill C-20 sets out the rules for counting votes pursuant to the single transferable vote system.

This system takes into account the first and subsequent preferences indicated by electors on their ballots.

Clauses 48 to 50 prescribe general provisions with regard to: the examination of ballot boxes (clause 48); the rejection of ballots (clause 49); and objections to ballots (clause 50).

The Chief Electoral Officer establishes a list of selected nominees for each province in which a consultation is held (clause 51).

There shall be as many successive counts of the votes as are necessary to equal the number of places for which the consultation is being conducted (clauses 51(2) and 55)."

Where'd you get the November 2008 date, Dan? Was the Bill reintroduced after the election? The link to the Bill you include shows it to have been introduced before the end of the 39th Parliament in September.
